649 is a race cam so to get the most out of it will require a high cr, high cr won't work with a road car as you will need to run racing fuel or avgas. I would think a cam like a 286 with a 10cr will be a good performer.

A correctly dialed in 649 will be a bit lazier than a std 1275 below 3000RPM and then pull very strong up to 7500. I drove a 1380 Mini panelvan with 40 Sidedraft Weber, Mod head and 649, with a button clutch in traffic for a long time. It took some getting used to the clutch but it was totally drive-able in traffic.

That compression ratio is still low. The effective compression ratio with a high overlap cam like the 649 will be much lower than the calculated cr. According to Vizard you need about 13:1 to make a race cam work. You won't havd any detonation issues with 10:1 and a 649.
