Basically, start with a phone call to your local traffic department (if you suspect the car was licensed in the last decade or so). Tell them you're a potential buyer and you would like to know whether they have record of the car on their system. If they do, its doesn't need to be reintroduced, so you can skip those steps in the list above. If they can't see it on the system (they can only see eNatis), phone the police clearance office who can access the archives. It helped me that I had a license disk and a copy of old registration papers from 1978.
It is a big schlepp and you do spend a lot of time in queues but it is worth it in the end, especially to get another Mk1 legally on the road
