Registration as a built-up? is this easier?

If the car has been deregistered you'd have to go the built up route.

If you have the title deed of the car then you can do a change of ownership and just pay the arrear license fees.

But by the sounds of things you don't have any papers at all so your option is built up as per Abri's post.

Thanks for the feedback Dominique. If I do go the built up route would it not be a problem if the chassis and engine no is already on their eNatis system? Or would I have to make a new chassis/vin and engine number?
